Well first of all make sure that you are buying a domain from a well known provider, such as network solutions , GoDaddy and others...
If you need a specific domain ask friends and colleagues some must have domain names they bought and will gladly tell you what they didnt like with that specific provider, for example I have my co.il domain bought from livedns.com and I am very pleased about my purchase.
The next thing you want to find out is whether the provider will also setup your DNS entries and if so, will it be included in the purchase or a separate amount, I have heard of people that bought a domain name for 40$ a year years in advance and did not have where to put the DNS entries in so they had to either pay for DNS services or build their own DNS server (which can be quite a hustle).
The next thing you have to check is whether you have an update interface, sometimes webpages change location and the domain DNS needs to be altered for it to direct to the new hosting, if you dont have a way to do it online it will take a long time and you might end up with a non-working website for a couple of days, DNS entires can take up to 48 hours to get updated throughout the globe faxes and phone calls can take much more then that, having an interface to edit your own DNS entires is the vest solution.
Finally, if a web designer is performing the purchase for you, see to it that you get the user name and password for the domain account, otherwise you will need that web designer to perform any change in your domain name. (practically it will be hisher domain name.).
